Mine are staggered, and it looks like those are too. Look at the difference in space between the top and the string holes, the ones on the right are higher and hence for the low E, A, and D. Do you need the screw tabs for a direct retrofit? Are you sure the holes are the right sizeI have a set and there are 2 different heights, although there's not much in it. They work superbly. If you look carefully at the pic you'll see that the 1's on the left are slightly diff from those on the right which are for the E A & D strings. the fender schaller ones are not staggered at least the two sets of brushed silver ones i have aren't and they work great! i'm not sure about the regular schaller locking tuners since i only buy the fender ones since they are a direct drop in on a strat or tele with no drilling and the regular locking schallers (non-fender) need drilling since they only have a single pin when the fender ones have the other and all of them are all the two pins.
